This shows my Vizio D32F-E1 having trouble bringing up the full app store and not detecting the internet, even though it's connected. I could tell it was connected since the Netflix button on the remote worked, and it did two firmware OTA updates. I tried from several hours to get the app store to work with no luck. I tried master reset twice.
Solution: After giving up and going to bed, I woke up to find everything was working. It did have to go through a short update process when I first powered it on, but then all was good. So the TV just needed more updating. But it was not the FW. The FW remained the same as the night before, 7.1.13. It was the app store itself that needed to update and took a very long time. The big issue is that nowhere in Vizio docs or online does it say that this situation can happen. The TV appeared to be defective, and I was ready to return it. I have read the same thing happening to others, only one person said that after a few DAYS it began to work. I'm posting this in case others come across this issue and want an answer quickly.
